A new £5 million operational services centre has opened in Bideford, providing Torridge District Council with a modernised hub for its waste, recycling, and street‑cleansing teams. The Operational Services Centre on Alverdiscott Road, nicknamed “Oscar”, replaces outdated depots at Westcombe (Bideford), Piper’s Yard (Holsworthy), Torrington, and the temporary Middledock site in Appledore.

Entirely funded through the council’s own reserves, the facility has been in development for a decade and is being described as the “best of its kind” in Devon. Designed to be cost‑neutral, Oscar is partly powered by on‑site solar panels, while a rainwater harvesting system supplies recycled water to clean the fleet of 27 waste and recycling vehicles. An attenuation pond has also been incorporated to mitigate local flood risk and will serve as a wildlife and educational feature for nearby schools.

While the new facility is not a waste‑transfer station and will not handle domestic black‑bag waste or process household recycling, its location and modern infrastructure will increase operational efficiency and provide capacity for the district’s future growth. The development represents a significant investment in sustainable, resilient, and efficient local waste services.
