Meadow View shows how low‑carbon construction can deliver better care buildings
02/03/2026

Meadow View, Plymouth’s new specialist building for adults with learning disabilities and complex needs, has reached a major milestone with the completion of its sustainably sourced timber frame. The project, led by Plymouth City Council, demonstrates how modern construction methods can significantly reduce carbon emissions while delivering high‑quality, future‑proof public buildings.
Timber was chosen as the primary structural material to minimise the building’s embodied carbon. As a renewable resource, timber has a much lower carbon footprint than traditional materials such as concrete and steel. Importantly, it also stores carbon absorbed by trees during their growth. In the case of Meadow View, the softwood used stores an estimated 232 tonnes of CO₂ – equivalent to taking more than 50 petrol cars off the road for a year.
Beyond the structure itself, Meadow View has been designed to reduce emissions throughout its lifetime. The single‑storey building will include solar power, air source heat pumps and high‑performance triple glazing, helping to lower energy use, reduce running costs and improve comfort for users.
When completed in summer 2026, Meadow View will provide vital day opportunities and respite support in a warm, efficient and thoughtfully designed space. Features will include self‑contained apartments, creative and therapeutic spaces, communal kitchens and landscaped outdoor areas with new trees and wildflower planting.
Projects like Meadow View show how low‑carbon design can go hand‑in‑hand with better public services – setting a strong example for sustainable development across the region.
